SB 1047 AI Legislation: Musk’s Call for AI Regulation

Elon Musk, the owner of the AI company xAI, has backed the introduction of California legislation SB 1047. “This is a tough call and will upset some people. However, all things considered, I think California should probably pass the AI safety bill SB 1047,” he announced on X. As the epicenter of Silicon Valley, California has made a bold move to regulate and control artificial intelligence with the new AI safety bill, SB 1047. The bill has passed the state senate and is set for a vote in the state assembly by the end of this week.

This groundbreaking legislation aims to ensure that major AI developers, especially those investing over $100 million in building AI models, are held accountable for their creations.

Support for SB 1047

Elon Musk, owner of xAI, strongly supports SB 1047. He believes that regulation is essential for public safety. “I have advocated for AI regulation for over 20 years. Just as we regulate every product or technology that poses a potential risk to the public,” Musk stated.

California State Senator Scott Wiener, a key advocate for the bill, has received support from several prominent figures in the AI community. AI experts like Yoshua Bengio and leaders of safety organizations such as Dan Hendrycks from the Center for AI Safety joined him in a virtual press conference.

Understanding SB 1047

The AI Safety Bill, SB 1047, places greater responsibility on any developer spending over $100 million to create AI models. The bill requires:

  • Safety Testing: Companies must thoroughly test AI models to ensure safety.
  • Protective Measures: Developers need to implement safeguards to prevent AI from causing harm.
  • Liability: If an AI model causes significant harm, such as mass casualties or damages exceeding $500 million, the state attorney general can take action against the developer.
  • Independent Audits: Independent audits verify AI model safety and compliance. AI systems must have a built-in kill switch to be shut down immediately if needed.
  • Whistleblower Protection: The bill protects individuals who report unsafe practices within AI companies.

Innovation vs. Safety

As AI technology rapidly advances, concerns about its potential risks have grown. Therefore, supporters of SB 1047 argue that without proper regulations, AI could pose significant dangers to society, according to Hindustan Times.

On the other hand, opponents, including major tech companies, worry that the bill could stifle innovation. They fear it could make California less attractive for AI research and startups.
